Club rules & Constitution

Club Rules

1. No person under the age of 18 may use the pond unless accompanied by an adult.
2. Members use the pond at their own risk with regard to the cleanliness and hygiene of water.
3. No litter shall be left on site which must be kept tidy at all times.
4. Members are only allowed to use radio equipment with the frequencies of, 27mhz, 40mhz and 2.4ghz. The use of “TOY” radio equipment and unmarked and suspect crystals and radios is prohibited.
5. Pennants of the correct colours and numbers (27mhz/40mhz) must be flown from transmitter aerials.
6. Steam powered vessels must have their boilers and gas tanks pressure tested and certified in accordance with the Model Power Boat Association Steam Rules.

CONSTITUTION OF GOOLE MODEL BOAT CLUB

1. Name The name of the group shall be Goole Model Boat Club

2. Aim To provide an opportunity and a facility for members to discuss, build and sail model boats

3. Objectives The group will fulfil the aim by:-

• Providing a facility, namely the boating pond Located at the No5 Boat Hoist site.

• Provide opportunity for members to meet on a regular basis.

• To raise funds and receive contributions where appropriate to finance the club.

• To publicise and promote the club in the local area and nationally.

• Open a bank account. • Make rules for all categories of members.

• To facilitate insurance, three Committee members to be affiliated to the Model Power Boat Association.

• Take out insurance. • Organise meetings and events. • Work with similar groups and exchange information and advice.

• Take any action that is lawful, which would help to fulfil these aims.

4. Membership (a) Membership of Goole Model Boat Club shall be open to anyone who is 16 or over, interested in helping the group to achieve its aims and willing to abide by the rules of the group.

(b) In Line with Data Protection rules 2018, The club needed to amend how data was held. Membership details will be held by GMBC for a period of 5 years after which they will be deleted and or destroyed. Members electing to be on the clubs contact list do so knowing that their details will also be passed to other members electing to be on the list, this list will be deleted from club records after one year on issue of the following years contact list. Members in receipt of this list must not pass any members details to other members or third parties and destroy their own copy on receipt of new list or electing not to be on the contact list

(c) Although not compulsory members are encouraged to contribute to the various tasks that require completion during the year

(d) Every member shall have one vote at general meetings.

(e) The management committee shall have the power to refuse membership to any applicant, where it is considered such membership would be detrimental to the aims, purposes or activities of the group. (f) Suspension and termination of membership. The management committee may, by resolution passed at a meeting thereof, terminate or suspend the membership, if in its opinion his/her conduct is prejudicial to the interests and objects of the association, PROVIDED THAT the individual member or representative of the member shall have the right to be heard by the Management Committee before the final decision is made.

5. Management

(a) Goole Model Boat Club shall be administered by a Management Committee of not less than three (3) and not more than seven (7) members elected at the group Annual General Meeting and subsequent meetings as required. Committee members must be at least 18 years of age.

(b) The officers of the management committee shall be The Chairperson (+ Vice Chairperson if appropriate) The Secretary The Treasurer And such other officers the group shall deem necessary at the meeting.

(c) The management committee shall meet at least four times a year.

(d) At least three (3) of the management committee members must be present for the management committee meeting to take place.

(e) Voting at management committee meetings shall be by a show of hands on a majority basis. If there is a tied vote then the chairperson shall have a second vote.

(f) Power to set up sub groups and working parties as deemed necessary who shall be accountable to the committee.

(g) Attendance at Committee Meetings is generally exclusive to members of the Management Committee as sensitive matters e.g. Data Protection/Disciplinary issues may be under discussion. General Membership wishing to discuss matters with the committee may attend (for that particular discussion only) following previous agreement by a Club Officer

6. Finance

(a) Any money obtained by the group shall be used only for the group.

(b) Any bank accounts opened for the group shall be in the name of the group.

(c) Any cheque issued shall be signed by one (1) of three (3) nominated signatures. Bank Balances and activities are checked online prior to each Meeting by an online banking authorised person

(d) The management committee will ensure that GMBC operates within its financial constraints. (e) Quotes/estimates shall be obtained prior to making purchases at £100 or above, these purchases to be authorised at general meetings, however the Treasurer has authority to issue additional finances to the value of £100 for any item above and smaller value items for the day to day running of the club.

7. Meetings

(a) The Management committee shall organise general meetings at least six (6) times each year. The purpose of these meetings is to discuss and vote on any items under discussion, and forward planning for the development of Goole Model Boat Club. Such meetings are open to all Members

(b) The quorum for a meeting shall be three (3).

(c) The management committee shall be accountable to members at general meetings.

(d) Minutes of all meetings to be distributed electronically to all members and retained in club Archives. Secretary to provide latest minutes in paper format in the Lobby for those members who do not have electronic access

(e) All members shall be given at least seven (7) days’ notice of a meeting unless it is deemed an emergency meeting.

(f) Should any group of members attend meetings (which in the opinion of the Chair are) intent on pushing through legislation considered not to be in the best interest of the majority of GMBC members, the Chair shall suspend the meeting and call an Extraordinary General Meeting to address any issues

8. Annual General Meetings

(a) Goole Model Boat Club shall hold an annual general meeting at not more than twelve (12) month intervals.

(b) Where possible members shall be notified personally.

(c) The business of the AGM shall include:- Members receiving the Chairpersons report of the group’s activities over the financial year. Members receiving the Treasurers report of the last financial year’s accounts on the clubs finances. Electing a new management committee and considering any other matter as may be appropriate at any such meetings.

(d) The quorum for the annual general meeting shall be at least nine (9) persons. Committee members cannot outnumber general members for voting purposes at AGMs.

9. Adoption of the constitution

(a) Proposals for amendment to the constitution, or dissolution must be delivered to the secretary in writing. The secretary in discussion with other officers shall decide on a date and type of meeting required giving at least 28 days’ notice (this length of notice is not required for an EGM).

(b) Any changes to the constitution must be agreed by at least two thirds of those members present and voting at any general meeting.

(c) It is a requirement of our insurance that the club constitution be subject to regular review

10. Dissolution

The group may be wound up at any time if agreed by two thirds of those members present and voting at any general meeting. In such event any individuals moneys held in the club accounts shall be returned to such members to whom it is owed (i.e. pre-paid Xmas Dinner etc.) All assets shall then be realised with Two Thousand Pounds (£2000.00) being retained by the committee for a period of up to six months, and the remaining funds donated to local/national charities (to be decided at the time). The retained funds will be administered by the committee and can only be used for the reformation of GMBC, if this does not take place within the allocated timescale these funds will also be donated to local/national charities (as above) and the club bank account closed.

This constitution was adopted by members present at the AGM held on 7th September 2019
